Who We Are

C. W. Crosser Construction, Inc. is operated by two highly experienced civil engineers in Orange County, California. Our specialties include heavy industrial site improvement, general construction, earthwork, shoring, structural concrete and pipeline projects. We also work actively in the area of design-build and structural earthquake safety and are currently engaged in civil engineering projects for the U. S. Department of the Interior and various water districts, cities, and other public agencies.

We are certified as an 8(a)/SDB company by the U. S. Small Business Administration, and as a Small Business Enterprise (SBE) by the State of California. Our key personnel are certified by the U. S. Army Corps of Engineers for Construction Quality Management for Contractors (CQM) and for Naval Facilities Engineering Command Web Construction Management Training (WebCM).

Our company is owned by Yu-Tien Chao and Chung-Yuan Wen, Ph. D.. Yu-Tien Chao has a master’s degree in civil engineering, and Chung-Yuan Wen has a Ph.D. in structural engineering.

Mr. Chao has worked as a construction project manager of miscellaneous public work projects for the past 19 years. He has hands-on experience in emergency erosion repair, stabilization of major slope failures, and storm water flood control projects.

Dr. Wen composed her doctoral thesis in the area of earthquake resistant structures. She is a registered professional engineer in the State of California, and has 20 years’ experience in the design and retrofit of various types of large structures such as bridges, buildings and platforms for heavy equipment. She also specializes in Dynamic Analysis of Structures, ATC-20, and post-earthquake safety evaluation of buildings.
